Todd T. Turrell
P.E. / Principal

Todd is a graduate in Ocean Engineering from Florida Atlantic University in Boca Raton. He went on to earn a MBA from Nova Southeastern University & a Professional Engineering certification from the State of Florida.

Todd has well over 30 years of experience in the marine and environmental consulting profession. He and other members of the firm excel in a contemporary working knowledge of Federal, State and Local permitting regulations and requirements. In addition to Todd's experience in Florida, he has been involved in many marine engineering and environmental projects in the Caribbean, focusing primarily on the Bahamas.

Tim Hall
Senior Ecologist / Principal

Tim has a post-graduate degree in Wildlife and Wetlands Ecology from the University of Florida and is a Principal at Turrell, Hall & Associates, Inc.  Tim worked in Alaska, Central America, and Africa conducting wildlife and vegetation surveys as well, prior to joining the Turrell team.  As the Senior Ecologist for the firm Tim oversees the environmental division, managing large projects and is very active in wetlands jurisdiction and protected species issues while maintaining regular contact with state and federal environmental managers.

Marielle Kitchener
Environmental Specialist / Operations Manager

Marielle obtained her Bachelors of Environmental Science from Alabama A&M University and has been an Environmental Specialist for the firm since 1997 and Operations Manager since 2007. She is typically involved in wetland assessments; mitigation monitoring; wildlife surveys; compliance oversight for permits; sovereign submerged lands issues; habitat restoration and management plans; creating Spill Prevention Control and Countermeasure Plans (SPCCPs) for marina facilities; creating Fire Prevention and Contingency Plans for marina facilities; creating Hurricane Preparedness Plans for marine facilities; and Environmental Management Plans (EMPs) for Bahamian projects.

Marielle particularly specializes in post-permit compliance, helping to guide clients through the time-sensitive special conditions which must be met after permit issuance and the drafting of drafting various management plans required to meet those conditions.
Jeff Rogers
Principal / Project Manager
 
Jeff earned his Bachelor of Science Degree in Environmental Science from Rollins College in 2005. As a Biologist with Turrell, Hall & Associates, Inc. Jeff has been involved with single-family dock and marina permitting, threatened and endangered species surveys, submerged resource surveys, vegetative mapping and classification, jurisdictional wetland determinations, preserve management and monitoring, environmental resource permitting and coordinating with various agency staff on company projects. Jeff specializes in assisting our many single-family clients with local boat dock extension permitting, variances for setbacks, variances for boat roofs, and state and federal environmental resource permitting.

 

Joshua W. Maxwell
P.E. / Project Manager

Josh is a Professional Engineer with Turrell, Hall & Associates, Inc.  He obtained an Ocean Engineering degree at Florida Atlantic University in 2008. As the chief engineer, Josh works closely with State, Federal, and local government agencies to obtain approvals for a number of marinas and marine-related projects. His responsibilities with the firm include submerged and benthic resource analyses, waterfront development and design assistance, marine species surveys, obtaining preliminary water depths with our HYPACK System for project planning purposes, environmental resource permitting, marine construction management oversight, marine construction plan preparation, marine construction bid preparation, and performing flushing and hydrographic studies.

Arielle Poulos
Biologist / Project Manager

Arielle earned two Bachelor of Arts Degrees in Environmental Studies and Biology from Florida Gulf Coast University. She spent 9 years with the Florida Department of Environmental Protection, primarily with the Submerged Lands and Environmental Resource Coordination Program doing wetland and surface water permitting and compliance, wetland determinations, and handling the processing of Soveriegn Submerged Lands Leases.  She also spent some time as part of the Outreach and Business Development team developing and giving public education seminars, working with the school districts for environmental education, working the STEM (Science, Technology, Engineering, and Math) program through the schools, and environmental festivals.  She brings that knowledge and experience to Turrell, Hall & Associates, Inc. to coordinate with local, state and federal agencies on projects including jurisdictional wetland determinations, vegetative mapping and classification, threatened and endangered species surveys, preserve management and monitoring, single-family dock and marina permitting, and submerged resource surveys.

Patrick Scheele
Staff Engineer / Assistant Project Manager

Patrick earned his Bachelor of Science Degree in Mechanical Engineering from Clemson University in 2013.  He developed a passion for the water while growing up on Lake Murray outside of Columbia, South Carolina. There his favorite water activities were kayaking, sailing, and water sports.  As a Staff Engineer and Assistant Project Manager with Turrell, Hall & Associates, Inc. his responsibilities include assisting project managers with site assessments, dock designs, State/Federal/Local permits, submerged resource analyses and construction management.

 

 

Miles L. “Rocky” Scofield
Marine Construction Consultant

Rocky has over 30 years of experience in the various aspects of construction and permitting with marine and environmentally sensitive projects. He is a graduate of Louisiana Tech University with a Bachelor of Science degree in Geology. Rocky assists with hydrographic surveys, marine structure design and coordinates construction related activities for the firm. Prior to joining Turrell, Hall & Associates, Rocky was president of a large marine construction company for 22 years and was also the owner of a marine lumber supply company.

Frank Donohue
Marine Consultant

Frank’s career spans four decades in the recreational boating industry in Florida, New York, and the Bahamas. His career in the marine industry includes personal recreational boating and the ownership of multiple marine oriented businesses such as marine consulting, marina management, marine surveying, and yacht repair services. He brings seasoned experience and practical solutions to marina, boat yard, and hi and dry design and operations.

Frank’s involvement in the industry includes the Marine Industries Association of Florida, where he holds the office of president. Past Associations have included the Society of Accredited Marine Surveyors, American Boat & Yacht Council, and the American Boat Builders & Repairers Association. In the field of marina management Frank served as director of operations for Naples Marine Management Inc. overseeing the day-to-day operations of multiple marinas in Florida.

Greg McKinney
Marine Construction Consultant

Greg specializes in marine construction, with many years of experience in the field.  He provides oversight of marine and environmental projects, as well as contractor supervision.  Greg is also involved with specification production, planning, and bid preparation.  He is experienced with compliance and turbidity monitoring.

Randi Jones
AutoCAD and GIS

Randi is a Graphics Specialist with over 15 years of experience as an AutoCAD and G.I.S. design professional.  She works directly with the biologists and engineers to develop marine permiitting and construction plan sets.  As a G.I.S. expert, she also evaluates and creates data for a multitude of environmental and marine projects.  Randi was educated at Edison Community College and Florida State College, and holds certificates in multiple graphic art fields.

Sean Couturier
AutoCAD / Field Tech

Sean is a CAD specialist with over 14 years of experience.  He was educated at Edison State College and holds multiple graphic art certifications.  He is also a skilled field tech, assisting with upland work and hydrographic surveys.  As a licensed Coast Guard Captain and Scuba Certified diver, he is able to work with the Turrell, Hall & Associates, Inc. team on marine projects as well.

Lee Russell
Office Manager

Lee graduated from Florida State University and also attended Western State College in Colorado. Lee is in charge of office information coordination and has had experience in office management in many different settings.

Amanda Horton
Executive Assistant

Amanda acts as coordinator for the staff, and executive assistant to Todd Turrell.  As a seventh generation native to South Florida, Amanda is well versed in local history and helped publish the company's two books: Naples Waterfront - Changes In Time and A History of the Bahamas - Through Maps.  She was educated at Edison State College and Lee County Tech Center.
