MARINE DESIGN & PERMITTING
Environmental Resource Permitting (ERP)
We compile the pertinent information of each project and assemble the ERP application in association with the detailed drawings required by the permitting agencies. Once complete, we submit the applications to the relevant agencies, primarily the Florida Department of Environmental Protection (DEP) or the South Florida Water Management District (SFWMD). From this point, we work closely with these agencies in addition to other commenting agencies (Florida Fish and Wildlife Conservation Commission (FFWCC), U.S. Fish and Wildlife Services (FWS), U.S. Coast Guard, etc.) to assist them in their review while addressing any concerns along the way.
Coastal Construction Control Line Permitting (CCCL and CCSL)
Our firm works closely with the client’s architects and/or engineers to assemble a full set of drawings necessary for a CCCL application. Criteria for such applications are very complex and require a high level of attention to detail. Turrell, Hall & Associates submits the relevant drawings to the permitting agencies (DEP – Division of Beaches and Coastal Systems) and works with the DEP’s permitting agent to satisfy the State criteria for single-family residences, multi-family residences, and commercial facilities and other minor or major structures that are proposed seaward of the CCCL.
Marina Design
Our firm has over 30 years experience rehabilitating marinas throughout Florida, the Bahamas and select sites across the globe. Our staff works with State and Federal agencies daily on multiple marine projects ranging from single-family to major marina facilities in addition to environmental-related permitting processes. In the last ten years we have completed over 275 permits for docking facilities and seawalls including 3,250 slips, 75,000 feet of seawall and we have a record of successfully completing large-scale projects on time and within budgets.

MARINE CONSTRUCTION SERVICES
Construction Drawings
We have several marine construction consultants, and engineers on staff that review permit drawings and revise them as needed so they have the details necessary for construction purposes. This process entails the calculation of dredge volumes, rip-rap design and quantity calculations, engineering of the docks/marina, and bulkhead (concrete, metal, synthetic, etc.) design. We work closely with our sub-contractors, who assist with the layout for the electrical, fire, water, sewage, fuel systems and other utilities. The end product results in a comprehensive set of plans that a contractor can accurately bid from and follow through construction.
Bidding
Our construction consultants and engineers compose the bid documents that, along with the construction drawings, make up the full bid package. In these documents, we itemize the scope of work the contractor’s bid. Progress schedule, pay request forms, schedule of materials and other important documents make up a portion of this package. With these documents and drawings, we are able to solicit estimates from qualified marine contractors so we can present to the client fair and competitive bids for their project.
Construction Management and Oversight
Once a contractor is selected by the client, Turrell, Hall & Associates can also provide construction management and oversight including permitting assistance, overseeing construction changes, reviewing pay requests by contractor, coordinating sub-contractors, providing updates to client and other work necessary to keep the project on schedule and within budget.
